I am interested in a position in environmental education or research since retiring June 1st, 2023. As a Federal contractor I ran educational technology and information technology projects for 30 years. I have a bachelor’s degree in field biology, a master’s in computer science, a Ph.D. in curriculum and instruction. I taught high school math, biology, and computer science. During graduate school, I was an instructor for computer applications and programming languages. With the chairman of the biology department, I developed a mobile Macintosh classroom and wrote a winning National Science Foundation grant that developed biological curriculum for the newly created mobile lab. After graduation, I joined Georgia Tech as a post doctorate fellow in computer science and directed a team in the creation of a science education program for middle school students using artificial intelligence case base reasoning. At Galaxy Scientific, I led teams to develop educational computer applications using artificial intelligence based intelligent tutoring systems within graphical simulations. My primary clients were the Federal Aviation Administration, the United States Navy, and the United States Department of Justice. When I moved from Atlanta to Washington DC, I transitioned into directing enterprise level Information technology projects and large training projects for the Defense Threat Reduction Agency (DTRA) and Veterans Affairs (VA). I led a team to develop instructor lead and Web-based training curriculum for the VA labor relations office. I was also a senior leader and subject matter expert in educational technology at Galaxy Scientific, SRA and ERPi where I published 34 journal and conference papers and wrote many proposals. I have never lost interest in biology. I have enrolled in graduate level courses at George Mason University. In 2023 I invested in an Environmental Systems Research Institute (ESRI) Vector Focused Geographic Information System (ArcGIS) license and embarked on several online courses including data analysis and climate change. I am a volunteer for the Wildlife Rescue League and ambassador for the World Wildlife Fund (WWF) where I work on legislation to reduce the use of plastic packaging materials.

• Subject Matter Expert FMBT for VHA Procurement and Logistics Office (PL&O) Clinically Enabling Requirements Management (CERM).
• Program Manager for Veterans Health Administration (VHA) Financial Management Business Transformation (FMBT) Executive Team and VHA Office of Finance Program Management Office (PMO).
- Program and Contract Management: Managed the finance of two task orders totaling $10,867,884 over 4 years. Oversaw 17 personnel that included five subcontracts.
- PMO: Led the Program Management Office (PMO) for Veterans Health Administrations’ Office of Finance in support of the Deputy Chief Financial Officer (DCFO) and three Associate Chief Financial Officers (ACFO). Oversaw daily operations for planning, process improvements, standard operating procedures (SOP), change management, and training in support of policy, budget, and financial oversight including: VHA audit, Payment Integrity Information Act (PIIA), Statement of Assurance, high risk list for resources, financial monitoring, and data analytics.
- FMBT: Led the 18-member Government and Contractor VHA Executive Team who supported the Deputy Chief Financial Officer in VHA’s adoption of the new integrated Financial and Acquisition Management System. Terry was the primary interface with VA FMBT Team coordinating daily activities between VA and VHA. Managed the task area leads for VHA’s policy, business process reengineering, data management, organizational change management, communications, training, accounting classification structure (ACS), risk management and testing.
SRA, Senior Principal, June 2005 to November 2016
• Senior Member System Integration Team for Defense Threat Reduction Agency’s (DTRA) Constellation Program. Established Analysis of Alternatives (AOA) board, Created V1.0 of the enterprise architecture, configured IBM Rational Rose configuration management system, established testing plan, environment and conducted initial testing of system; created, and conducted initial demonstration of system.
• Deputy Program Manager for Veterans Affairs, Veteran Relationship Management (VRM) Military Services Data Sharing. Ran the daily operations for a critical middleware service the Military Service Data Sharing (MSDS) Veteran Information Eligibility Reporting System (VIERS). Brought in to turn a troubled project team into a high performing project team.
• Program Manager for Veterans Administration Labor Management Relations Training. Managed the $7.4 million dollar program for three years with ten full time staff and three subcontractors. The team developed six concurrent blended learning tasks, four joint labor management tasks, and nine Web-based training courses delivering these to 160 VA Facilities across the United States; contributed to the team receiving perfect scores on all VA LMR customer satisfaction surveys.
• Deputy Program Manager for VA Career Employee Development Directorate. Managed the daily operations of three subcontractors for nine training videos and two web-based training projects in 9 months; recipient of a Marcom Gold award for best use of video for learning and two Telly awards for best online training.
• Technical Director for Defense Threat Reduction Agency (DTRA). Oversaw the daily operations of a $15 million dollar program over 4 years; ran multiple IT projects concurrently that included administration of ten Web servers spanning four classified and unclassified local and remote networks; was the primary point of contact for all clients at the SES and GS 15 levels and the individual responsible for all aspects of the DTRA program; oversaw the daily operations of 24 people in four locations across four major tasks.
• Project Manager for Children’s National Medical Center. Oversaw daily financial, staffing and performance for R&D 2nd Life project to explore the utility of advanced simulation education technologies in a Pediatric Clinical Setting.
